Erik Eckstein 97b2354be6 SIL: add needsStackProtection flags for address_to_pointer and index_addr instructions. 
Also add new "unprotected" variants of the `addressof` builtins:
* `Builtin.unprotectedAddressOf`
* `Builtin.unprotectedAddressOfBorrow`
