Hamish Knight 5d72c464eb [Frontend] Remove parsing option params from performParseOnly 
Lift the `DisablePoundIfEvaluation` parsing option
into `LangOptions` to subsume the need for the
`EvaluateConditionals` parameter, and sink the
computation of `CanDelayBodies` down into
`createSourceFileForMainModule`.
