Nate Chandler ddccaa7d9c [Frontend] Removed lexical-borrow-scope flag. 
Adding `move_value [lexical]` and `begin_borrow [lexical]` should happen
all the time at this point.  Remove the ability to omit these
instructions and update the corresponding tests.
