Hamish Knight ec597c82fa [Completion] Only complete @unchecked et al in inheritance clauses 
Add a case for completing type attributes in
inheritance clause position, and limit the
completion of `@unchecked`, `@preconcurrency`, and
`@retroactive` to that case.
