Hamish Knight 9fb064ad2c [CS] Remove resolveInterfaceType ...

Use `simplifyType` instead with the new parameter
for getting an interface type. Also avoid using
`resolveInterfaceType` in CSApply since we don't
need the opened generic parameter mapping behavior.
