Instead of constructing calls to
ExpressibleByNilLiteral.init(nilLiteral: ()) in CSApply.cpp, just
annotate NilLiteralExpr with the selected construtor and do the actual
construction during SILGen.

For context, StringLiteralExpr already behaves this way.
