Doug Gregor 2a9867bf88 [CoreGraphics] Make CGColor adopt _ExpressibleByColorLiteral. 
The backflips here are because we cannot add initializers to imported
CF types; they would be factory initializers. Fixes
rdar://problem/32196175.
