Update the contributor guide, the bug-report template, and the Docker development guide to describe the env-first setup, including the Docker-specific override file and the split between .env.local and .env.test.local for database selection. These surfaces share the same audience and workflow. Keeping them together lets reviewers focus on the local-development and support story without mixing it with the broader admin-reference rewrite.
