icx-cl is Intel oneAPI's MSVC-compatible driver ("On Windows, icx-cl
provides Microsoft Visual C++ compatibility", oneAPI programming guide
2025.1). It takes `/` and `-` options alike, so a new intel_cl family
extends clang_cl and sets slash_prefix and msvc response files, which
extends does not carry over. Intel's /Q options found glue their value
(`/Qopenmp-targets:<arch>`), so no flags of its own.
