A configured `as:` is the user's fix when two vendors ship the same
name (f95 is gcc's, other Fortran vendors ship one too). Recognition
already checks configured hints first, but no test pinned it for a
name another family claims; the existing hint tests use names nothing
else matches. State the contract and pin it with f95 mapped to flang,
by full path and by bare filename.
