This prepares us to generalize ObjC selector collision diagnostics to also include protocols. NFC in this commit because, even though Sema and ClangImporter now try to record ObjC methods on non-`ClassDecl`s, `NominalTypeDecl::createObjCMethodLookup()` still doesn’t create ObjC method tables for them, so the calls are no-ops.

This ensures that opened archetypes always inherit any outer generic parameters from the context in which they reside. This matters because class bounds may bind generic parameters from these outer contexts, and without the outer context you can wind up with ill-formed generic environments like
<τ_0_0, where τ_0_0 : C<T>, τ_0_0 : P>
Where T is otherwise unbound because there is no entry for it among the generic parameters of the environment's associated generic signature.
For a class-constrained existential type 'P & C', the opened existential signature
is <Self where Self : P, Self : C>.
If the class type is generic, like 'P & C<T>', then this also works if T is an
archetype, because we get <Self where Self : P, Self : C<T>> and 'T' is an
archetype from the outer generic environment. However if T is an interface type,
we end up building an invalid signature because the opened existential
signature does not have the generic parameter for T.
Instead of crashing deeper in the Requirement Machine, guard against this case
with an assert in getOpenedArchetypeSignature().
We want to avoid feeding invalid type parameters into the Requirement Machine
when checking if a protocol requirement overrides another protocol requirement
in an inherited protocol.
In order to do that we need to make sure the potential override has a
compatible generic signature before we attempt substitution, just like we
already do for classes.
To do that, we need a way to 'rewrite' a generic signature for the base
requirement into a generic signature that can be compared with the derived
requirement, just as we do with class methods.
For protocols this is a little easier than with class methods, since protocols
only ever have a single 'Self' generic parameter. So just add the
'Self : DerivedProto' requirement to the base requirement's signature and
rebuild.
Clients can explicitly ask for the opened existential type on the archetype's generic environment,
or use `getExistentialType` to obtain a specific archetype's upper bounds.
This could happen previously when computing the existential type
for a given archetype. In cases where an archetype is only constrained
to a class, return the class type directly rather than wrapping it
in an existential type.
Clang importer diagnostics that are produced as a result of a reference
in Swift code are attached to as notes to the Sema produced diagnostic
that indicates the declaration is unavailable.
Ex: Notes about why a C function import failed are attached to
the error explaining that the symbol could not be found in scope.

Since this is a special function, `calleeContext` doesn't point to
a direct parent but instead both parent context (uninitialized)
and resume function are passed as last arguments which means that

Opened archetypes can be created in the constraint system, and the
existential type it wraps can contain type variables. This can happen
when the existential type is inferred through a typealias inside a
generic type, and a member reference whose base is the opened existential
gets bound before binding the generic arguments of the parent type.
However, simplifying opened archetypes to replace type variables is
not yet supported, which leads to type variables escaping the constraint
system. We can support cases where the underlying existential type doesn't
depend on the type variables by canonicalizing it when opening the
existential. Cases where the underlying type requires resolved generic
arguments are still unsupported for now.
Form opened archetype types based on an interface type and existential
type, rather than assuming all OpenedArchetypeType instances only
represent the root. Sink the UUID, existential type, and actual creation
of the opened archetype into the opened generic environment, so we
consistently only create new archetype instances from the generic
environment. This slims down OpenedArchetypeType and makes it work
similarly to the other archetype kinds, as well as generalizing it
to support nested types.

We don't need lazy creation of generic environments for opaque archetypes,
because they don't do much work up front. Make it eager, so we can
move away from delayed generic environment creation entirely.
All non-nested archetype types already have a generic environment field,
and nested archetype types will need one soon anyway on their way to
irrelevance, so sinking the field doesn't isn't a net loss. While
here, isolate the code that lazily creates and caches the environment,
because only one subclass uses it (for opened archetypes) and I had
inadvertently broke caching there recently.
