b0424759d7 Add support for objective c protocol symbolic references
Using symbolic references instead of a text based mangling avoids the
expensive type descriptor scan when objective c protocols are requested.

d0c2a4ccf8 [embedded] Initial support for generic classes in embedded Swift
- VTableSpecializer, a new pass that synthesizes a new vtable per each observed concrete type used
- Don't use full type metadata refs in embedded Swift
- Lazily emit specialized class metadata (LazySpecializedClassMetadata) in IRGen
- Don't emit regular class metadata for a class decl if it's generic (only emit the specialized metadata)

ca8bf981a4 NFC: Hoist queries for unavailable decl optimizations into the AST library.
Moving the query implementation up to the AST library from SIL will allow
conveniences to be written on specific AST element classes. For instance, this
will allow `EnumDecl` to expose a convenience that enumerates element decls
that are available during lowering.

Also, improve naming and documentation for these queries.

250082df25 [NFC] Reformat all the LLVMs
Reformatting everything now that we have `llvm` namespaces. I've
separated this from the main commit to help manage merge-conflicts and
for making it a bit easier to read the mega-patch.

f3ff561c6f [NFC] add llvm namespace to Optional and None
This is phase-1 of switching from llvm::Optional to std::optional in the
next rebranch. llvm::Optional was removed from upstream LLVM, so we need
to migrate off rather soon. On Darwin, std::optional, and llvm::Optional
have the same layout, so we don't need to be as concerned about ABI
beyond the name mangling. `llvm::Optional` is only returned from one
function in
```
getStandardTypeSubst(StringRef TypeName,
                     bool allowConcurrencyManglings);
```
It's the return value, so it should not impact the mangling of the
function, and the layout is the same as `std::optional`, so it should be
mostly okay. This function doesn't appear to have users, and the ABI was
already broken 2 years ago for concurrency and no one seemed to notice
so this should be "okay".

I'm doing the migration incrementally so that folks working on main can
cherry-pick back to the release/5.9 branch. Once 5.9 is done and locked
away, then we can go through and finish the replacement. Since `None`
and `Optional` show up in contexts where they are not `llvm::None` and
`llvm::Optional`, I'm preparing the work now by going through and
removing the namespace unwrapping and making the `llvm` namespace
explicit. This should make it fairly mechanical to go through and
replace llvm::Optional with std::optional, and llvm::None with
std::nullopt. It's also a change that can be brought onto the
release/5.9 with minimal impact. This should be an NFC change.

fe367e8013 Optimizer/IRGen: allow enums in static initializers of globals
The main change here is in IRGen which needs to be able to emit constant enum values.
Use `emitValueInjection` to create the enum constant.
Usually this method creates code in the current function.
But if all arguments to the enum are constant, the builder never has to emit an instruction.
Instead it can constant fold everything and just returns the final constant.

Also, create statically initialized let-globals as constant global (`constant` instead of `global`).

ce97377218 IRGen: Exclude unavailable enum cases from runtime layout calculations.
When `-unavailable-decl-optimization=complete` is specified, exclude
unavailable enum cases from the runtime layout of enums with payloads. Without
this, the type metadata for unavailable types may be referenced by enum cases
with unavailable payloads and cause linker failures.

4d6d7657fa Don't let reflection handle noncopyable types yet.
We don't have any language or runtime support for noncopyable types as generic
or dynamic types yet, and existing reflection code almost certainly assumes it
can copy the values it's working with, and will trap or corrupt state if it does
so with noncopyable types. But a class can have noncopyable fields while the
type itself is copyable, and existing code assumes that it can use `Mirror` or
other reflection mechanisms to safely traverse the contents of an arbitrary
class.

Allow this sort of code to continue working, while still preparing for forward
compatibility with future runtimes that do support noncopyable generics, by
emitting the type references for fields using a function that probes the
address of a new symbol in the Swift runtime. The symbol will either be missing
or defined with an absolute address of zero in current or previous runtime
versions, but can be changed to a non-null address in the future.

df3f332f9d IRGen: Hide type metadata records for noncopyable types from discovery by existing runtimes.
We'd still like to try to be forwardly compatible with future runtimes
that do properly handle noncopyable types, so emit them in a separate section from
copyable type records for now. This should prevent `_typeByName` from letting
someone get a hold of a noncopyable type's metatype as a (copyable) `Any.Type` and
then trying to use it to copy uncopyable values.

6d3545f4d5 [IRGen] Don't emit multiple copies of coverage maps
Iterating over the IRGenModules and emitting every
SILCoverageMap in the SILModule meant that we
were emitting N copies of the coverage maps for
parallel IRGen, where N is the number of output
object files.

This has always been wrong, but was previously
saved by the fact that we would drop the coverage
map on the floor if we didn't have the name data
available. This would only be the case for the
IRGenModule that had the emitted entity to
profile, in addition to any IRGenModules that
had inlined the body of a profiled enitity. As
such, this prevented the duplication from being
too egregious. However with the recent change to
emit unused name data in the case where we don't
already have name data available, we're now fully
duplicating every coverage mapping, and emitting a
ton of redundant name data.

Fix things such that we only emit coverage mapping
records for the IRGenModule that corresponds to
the entity being profiled.

7f20380f0b IRGen: Generate #_hasSymbol query functions.
For each decl that needs a `#_hasSymbol()` query function, emit the corresponding helper function body during IRGen. Use `IRSymbolVisitor` to collect linkable symbols associated with the decl and return true from the helper function if the address of every associated symbol is non-null.

ba9578d6ce IRGen: Use clang's codegen for protocol decls
There are certain protocol method decls types that swift does not import
today.

```
@protocol Incomplete
- (id)getObjectFromVarArgs:(id)first, ...;
@end
```

Furthermore, the old method also emitted duplicate entries for protocols
methods when Swift synthesized methods for diagnosics.

We won't import this method into Swift. So if we emit protocol metadata
from swift delcs we would generate incomplete records.
