PublicCMOSymbols stores symbols which are made public by cross-module-optimizations.
Those symbols are primarily stored in SILModule and eventually used by TBD generation and validation.
When looking for a Swift module on disk, we were scanning all module search paths if they contain the module we are searching for. In a setup where each module is contained in its own framework search path, this scaled quadratically with the number of modules being imported. E.g. a setup with 100 modules being imported form 100 module search paths could cause on the order of 10,000 checks of `FileSystem::exists`. While these checks are fairly fast (~10µs), they add up to ~100ms.
To improve this, perform a first scan of all module search paths and list the files they contain. From this, create a lookup map that maps filenames to the search paths they can be found in. E.g. for

Instead of checking that the stdlib can be loaded in a variety of places, check it when setting up the compiler instance. This required a couple more checks to avoid loading the stdlib in cases where it’s not needed.
To be able to differentiate stdlib loading failures from other setup errors, make `CompilerInstance::setup` return an error message on failure via an inout parameter. Consume that error on the call side, replacing a previous, more generic error message, adding error handling where appropriate or ignoring the error message, depending on the context.
- Frontend: Implicitly import `_StringProcessing` when frontend flag `-enable-experimental-string-processing` is set.
- Type checker: Set a regex literal expression's type as `_StringProcessing.Regex<(Substring, DynamicCaptures)>`. `(Substring, DynamicCaptures)` is a temporary `Match` type that will help get us to an end-to-end working system. This will be replaced by actual type inference based a regex's pattern in a follow-up patch (soon).
- SILGen: Lower a regex literal expression to a call to `_StringProcessing.Regex.init(_regexString:)`.
- String processing runtime: Add `Regex`, `DynamicCaptures` (matching actual APIs in apple/swift-experimental-string-processing), and `Regex(_regexString:)`.

In case the compiler is used with concurrency features enabled (by-default or otherwise), and an older SDK is used which does not include the `_Concurrency` module, do not load this module implicitly. Instead, emit a diagnostic indicating that no such module is found.

This change adds a frontend flag, -verify-additional-file, which can be used to pass extra files directly to the diagnostic verifier. These files are not otherwise considered to be Swift source files; they are not compiled or even properly parsed.
This feature can be used to verify diagnostics emitted in non-source files, such as in module interfaces or header files.
It is now the responsibility of the scanDependencies code to instantiate (and share) the cache.
e.g. FrontendTool instantiates a new cache per `-scan-dependencies` invocation, and the DependencyScanningTool keeps one shared cache across its lifetime.
This will allow individual module scans in batch-scanning mode to share the already-scanned Swift and Clang modules, and avoid instantiating a brand new Clang `DependencyScanningService` for each batch entry.
Performance-improvement anecdote:
A simple experiment which performs a batch scan of all modules involved in planning a build of SwiftPM (using SwiftPM in explicit module build mode), which includes 126 batch entries (scan entry-points), with 21 distinct Swift modules and 27 distinct Clang modules (many Clang modules are scanned multiple times, at different target versions), this modification reduces the total time taken from ~34 seconds to ~6.
Tying InputFile to this option meant that every input that was not one of the explictly-blessed kinds was modeled as a Swift file.
With the new InputFile that infers file kinds, we no longer need CompilerInvocation::setInputKind
We need ClangImporterOptions to be persistent for several scenarios: (1)
when creating a sub-ASTContext to build Swift modules from interfaces; and
(2) when creating a new Clang instance to invoke Clang dependencies scanner.
This change is NFC.
Try to impose a simple structure that splits performing actions from the
pre and post-pipeline conditions. Wherever actions would take more than
a simple return, split them into functions. Refine functions that
perform effects to return status codes when they fail. Finally,
delineate functions that need semantic analysis from those that do not.
Overall this should be NFC.

- install headers and module files in shared and static resource folders
- forward -static flag when calling swiftc with -print-target-info
In order to avoid accidentally implicitly loading modules that are expected but were not provided as explicit inputs.
- Use either SerializedModuleLoader or ExplicitSwiftModuleLoader for loading of partial modules, depending on whether we are in Explicit Module Build or Implicit Module Build mode.
Expand the FrontendOptions to allow the enabling
of the dependency tracker for non-system
dependencies, and switch the previous clients of
`createDependencyTracker` over to using this
option. This ensures that the dependency tracker
is now set only during `CompilerInstance::setup`.
Now that it no longer needs to handle the
parse-only case, we can simplify things by having
`performSema` call into
`performParseAndResolveImportsOnly`.
Most clients were only using it to populate the
main module with files, which is now done by
`getMainModule`. Instead, they can now just rely
on parsing happening lazily.
Rather than waiting until one of the performXXX
methods are called, make sure all the main module's
files have been populated up-front by
`getMainModule`.
Lift the `DisablePoundIfEvaluation` parsing option
into `LangOptions` to subsume the need for the
`EvaluateConditionals` parameter, and sink the
computation of `CanDelayBodies` down into
`createSourceFileForMainModule`.
Rather than replacing the code completion file
on the `CompilerInstance` whenever we do a cached
top-level completion, let's set a new main module
instead.
This allows us to properly update the
`LoadedModules` map, and allows the retrieval of
the code completion file to be turned into a
request.
